He hammered SEC Chairman Christoper Cox for being yet another Bush appointee that has been "asleep at the wheel" - - - not having any clue about "naked" shorting and the fact that Regulation SHO has been on the books since April 2005.

No need for new legislation.
The rule has been on the books for quite some time.
The bozos at the SEC just haven't gotten around to enforcing the rule.
