There's not enough info to tell if the system would be viable or not. Other things you need to look at... Are your assumptions for slippage...
If its a margin account, it will be available immediately. If its a cash account, then you can only trade stocks in the currency your account...

I asked this same question of IB a few weeks ago, and the answer they gave me was the PDT rule only applies to US Stocks and Options.
Actually a Monte Carlo analysis using past trades would probably be a better way of measuring the severity of this drawdown. -rob
