it's not the download that failed. its the running of that exe. You would want to set QT to start "As Administrator"

Backfill has not worked in that version for years. There is a patch posted way earlier here for 3.9.8a that fixed that issue.

IB is fine for 1 minute frequency. They don't provide exact tick data, but for 1 minute aggregation, or even 1 second, it won't be a problem
