All TT servers reset but it is only when the market is closed.

When I lived in NY my isp (cablevision) had a problem accessing IB's website and I was unable to access TWS. Sounds like it is probably a similar...

Hidden orders are not native to the exchange, at least on the derivative exchanges... but I'm pretty sure it goes for the nyse too.
You could go through deep discount trading, an IB of Crossland.. I never used them but ev eryone who does seems to like them.
