do you understand that as you take this deeper... this is very important stuff and Cuomo is at a really advanced stage of danger. in the end the point is govt loving leftists want the model to be that govt grants rights to the people and therefore politicians in charge of govt can modify or eliminate those rights. vs. classical liberals like our founders... stated man has permanent solid rights that can not be taken away by politicans... no matter how much politicians wish to erase them. in short... its limited rights granted to government by citizens or the the far scarier all rights granted to citizens by men in govt and can be taken away.
Governments always grant rights. That's how societies are organized. There are no such things as permanent, solid rights. Citizens may elect not to have a central government and govern themselves via democracy, but they then become the government and the majority decides what rights there shall be. You may want to ask the French of 1789 how that worked out.
