Spot FX trades are bilateral, i.e. the counterparty is a dealer or, alternatively, some sort of broker (with a prime broker intermediary, if necessary). Futures trades are also bilateral, in a sense that you always face the exchange, through a clearer. In light of the above, the answer to your question is sort of "yes", but it's probably not quite what you were looking for.
