I believe a lot of this problem of 'where are the good people' comes from funding. When you see what House and Senate have to do to raise money, a (the?) major part of their job, one realises that is degrades &warps people. Going to dedicated call centers and ringing person after person all day telemarketing/dialing for dollars/begging .. well it can't be good. As a result, mostly only people who don't mind that somehow run for office. Fix this and you can expect decent people to represent you and in time, politics will have a less whoreish vibe. Also the staff will be selected from people you would want to have around, not "I will do anything" guys and girls.
