I've noticed recently that share prices (at least TSLA) are moving outside extended hours 8pm-6am EST. How can that be?

As far as exchanges are concerned, TSLA now trades starting at at least 4am Eastern on NSDQ, ARCA, EDGX, and possibly others.
Correct. We offer trading on all our trading software from 4am to 8pm ET, Monday - Friday. Trading from 8pm until 4am ET is what some brokers offer today, but not all symbols. The NYSE which owns ARCA, is looking into 24/7 trading. I assume NASDAQ will look to do the same. IMO, I would prefer an ECN or Exchange to match buyers and sellers vs an internal ATS.
