Using numbers from earlier this year is a bad choice of benchmark. I can only say from confirmed sources that bookings around the globe are currently wide open and rates are definitely way lower than 2018/2019. You can look at the FCL stats they confirm that I am saying.
Off topic a bit... Over the years, I've spent about a year in Micronesia. Thought it was an error when I heard of a ship incident last year. It's registry was from Palau. Now it is becoming big business for the island country. The Palau International Ship Registry (PISR) has seen a strong increase in its fleet size as more shipowners and operators look to become part of the new registry. At the end of September 2017, the Palau flag fleet stood at 380 ships with 3,000,000 gross tonnage. The main Palau fleet now comprises 27% general cargo vessels and 20% tankers, with the rest accounting for 53% of its total ships covering all vessel types and across a wide range of countries. As explained, there here have been increases in the number of barges, tugs and bulk carriers looking to fly the Palau flag. In addition, a growing number of yacht owners are interested in joining the fleet, PISR said.
Look up port of LA utilization rates. Look up OOCL or Maersk leading vs capacity. Nothing of what I said is anecdotal.
