If the guy is really in violation of the law, you arrest him. There was law enforcement personnel onsite. You do not take matters into your own hands and beat up people no matter how much you disagree with their actions. This is the least that a civilized person is expected to do let alone a senior diplomatic official from a country. They should just close that Chinese Consulate in Manchester and kick the Chinese Consulate along with their staff out. They don't dare to beat the protestor outside the Consulate so they dragged the man inside the gates of the Chinese Consulate to beat him up believing that inside the Chinese Consulate is Chinese sovereign territory so they can do whatever they want, obviously taking advantage and abusing the diplomatic privilege and immunity accorded to them by the British government. It has everything to do with Chinese culture. Culture enables the governments to behave as they do. Just like Russia had majority supporting Putin, and a good 30% saying "I'm apolitical" when politics affects you whether you want it or not - they enabled Putin to do exactly what he did. In another culture, Putin would have been dragged out of Kremlin and in some possibly executed. Every government is a function of its people.
