You cited an article that talks about creating a NEW COMMITTEE - those need APPROPRIATIONS aka funding which is why Boehner could stop it. Committees need staff which means FUNDING. They don't need funding to REQUEST FBI to start an investigation, no way Boehner could block that. Do you not understand the DIFFERENCE?
