There is a big distinction between PHYSICAL EXPORT IN RETURN FOR CASH which is called SELLING and 'EXPORT' where the 'EXPORTER' RETAINS the ownership of the product, there is no transfer of ownership. That's the key term there Secondly, the 25% book transfer were done on the orders of NRC and since NRC regulates actual exports and refused to divulge the details, it's pretty clear it was done for national security purposes. Book transfers can happen to make up for shortfall from previous transactions, US imports it's Uranium, it's highly likely that they took Uranium when they had a shortage from Europeans and then made up for it later.
