In that case yes, but discounting the decision process in terms of latency doesn’t make much sense. Why even bother with one second execution then? No competitive advantage there, which I assume OP is seeking.
Having less than 30k and trading 10k plus shares can only mean he is trading thin penny stocks on momentum ... It's a very latency sensitive strategy especially on exits. I don't even know how he does it with IB, but I could be wrong with my ASSumptions. What I don't understand is why Ross can't freaking start backing his traders already!?
You should look into Forexchief broker. Their platform is Mt4, but you've got to see the speed of their server when executing trades, even on fast markets.

Those of you thinking a fixed fee is best for any size really have no clue about payment for order flow. Tom Mcginnis has it right. It is all about all in costs. Do side by side tests and see the difference.
