I don't know why I wrote "[Nowhere] is there any suggestion that a nation... can't print until the cows come home", which is true. Nevertheless, it would have made better sense , had I written instead, "[Nowhere] is there any suggestion that a nation... can print until the cows come home without undesirable consequences." Which is what the next two sentences make clear.
