It used to be mostly confined to the bad neighborhoods. Personally I feel that we really need to come down hard with RICO laws. Anybody in a gang belongs in prison. Another fix I propose is to do away with maximum sentencing. Over 50% of prisoners are reincarcerated after 3 years and like over 80% lifetime. I think we need to relook at why there should be prisons in the first place. In my opinion there's two reasons: to deter crime and to keep criminals from committing more crimes. I think we need to stop looking at it as a way to get revenge or justice as so many people call it. Prison should be a place for rehabilitation for those who're capable of rehabilitating. For the rest it needs to be a permanent home, because they're too much of a threat to society.
