Why not abolish personal income taxes and just tax businesses on their payroll and activities. Tax their disbursements and income. If you are employed or a 1099 contractor you get 100% of your salary to spend or save and all taxes are rolled into the business tax system and are the responsibility of your employer. Businesses already collect and remit Sales tax, Employee Tax, Income Tax etc.
