Complete nonsense. That is totally normal policing in these situations. The cop was simply explaining to them how they were going to treat weed going forward to educate them. He clearly stated that the was specifically speaking with them to educate them. He even asked them to inform their friends.

It's called "harassment". It doesn't matter if the guy was smoking a cigarette, smoking a cigar, smoking weed, drinking a can of beer, sipping on vintage wine... It's not education nor good policing if police enters private party to have a discussion with someone doing something legal on their porch. The homeowner should have told the policeman to inform fellow police officers that it's legal to smoke weed or drink alcohol in Washington D.C. on your own porch along with informing the police officer to inform fellow police officers that it's private property. They could have just remained on the sidewalk without entering the private property...then reminded them to not smoke weed or drink alcohol "beyond" their private property.
