I've heard this dumb argument before. Why don't you then offer the same to European countries? You'd see everyone ordering US weapons immediately worth hundreds of billions. Now if US weapons were really inferior then you'd have a point. It's a net loss for US taxpayers because it's mathematically impossible for it to be anything else, defense company execs love it of course.
Hard lobbying. It's extremely beneficial for Israel, barely any benefits for US. But I admire Israel being able to manipulate a country with such skill.

It is a big plus for the US. arms manufacturers. 95% is spent in the US resulting in job creation and profits for the American industry. The US learns how their weapons' perform under battlefield conditions. Israel accepts the deal in spite of the fact that it hurts Israel's export arms industry. The reason Israel accept it is the quid for quo of American support for Israel on the world political scene The reason the Europeans are not offered the same deal is that it increases the US budget deficit European arms manufacturers would be up in arms as they loose out in potential sales to a subsidized American defense industry.
1. Completely wrong on Europe. Before the EU accession, countries only received some derelict equipment as aid, countries still had to pay for all modern equipment, unlike Israel which got all modern stuff for free. What EU thought about it was irrelevant. There are still countries in Balkans and Caucasus region (Georgia for example) that get nothing for free from US. Georgia is actually against an enemy (Russia) with modern weapons. 2. Israel is fighting a bunch of dudes with AK47s and primitive handheld RPGs for the most part. In absolutely no way does Palestine have a modern army. So what testing are you talking about? Maybe you're thinking of Iron Dome, well that's entirely Israeli and doesn't benefit US at all.
