I think the point of the lockdowns was to reduce absolute numbers not any specific percentages or ratios.

People like clapping here ( less so now)for essential workers who I read many times were supposed to be a far more at risk population but yes you are probably right
People going for a stroll in the supermarket as that was the only place allowed has been true in Spain during 7 weeks btw.

 

I did the same thing, went to get some beer, but added milk and bread to my basket as cover.
