Your chart is completely irrelevant, we are talking of extremely short durations. Nobody is doing any long term trend analysis here. Look at 2016, look at 2017 and then look at the huge jump in 2018. You don't need to do ratios when we are looking at YoY growth in spending when GDP didn't change much.
